From the subterranean woody stem of the rosemary-leaved willow (Salix rosmarinifolia) emerge up to 1 m tall lateral shoots. As with other willows, this species is dioecious – on one plant there are only female flowers, on the other only male flowers. They are grouped into inflorescences, which in willows are called catkins. They are 1.5 to 2 cm long and are at most twice as long as they are wide. The fruits are densely hairy. Narrow-lanceolate to linear leaves are five to ten times as long as they are wide. They develop simultaneously with the catkins or before them. 

In Slovenia, it is a fairly rare plant, occurring scattered across the country. As a vulnerable species, it is listed on the Red List of endangered plants of Slovenia.
